questions about a playerfile

Can anybody tell me the formula for decoding the player name in a playerfile? It's a bunch of numbers and letters like the below example...

005b00410064006d0069006e005d00470065006e006500720061006c005f004c0065006f
-means-
[AdminGeneral_Leo


If it does not actually mean that then can somebody tell me where the game stores a players name and uses that string of numbers/letters to gather it?

Also, the player discription is the same way. Anyway to decode it?

Ioncross? Just start it up and edit the player.

well i know that but my question is HOW does ioncross look at that long number and know what name it is? I need to know for the utility program I'm making.
