Removing Level 38 Restriction

I've been in the process of learning how to mod over the last two weeks. I still cannot figure this one out. How can you remove level restrictions of 38 in Multiplayer?

By using the Freelancer 1.1 patch by Microsoft on the server install.
It also stops a lot of cheats being used (like any ship/equip being bought/sold at any station etc).
