Server won''t allow connection

I have a Netgear router. Configuring it is not a problem. For a while i have been running a server for a group of friends and it has been smooth. I haven't even had the server crash on me yet. I just restart it twice a day when i notice the process is idling at a high CPU usage with no players on, usually 12 hours of uptime.
I built a new box so i can play and host the server at the same time. It is basically the same setup as my game machine. People can connect to it but once they choose their character they get message saying "Please Wait. The requested operation is taking longer than expected." and then they lose connection. I am routing ports 2302 - 2304 to the correct computer. The proper NIC drivers have been installed and there are no other extra processes running in the background.
Originally i installed the server only but then i tried to reinstall with a full install. I have even copied all game files from the working computer. I am, however, able to connect to the server if i run the client on the same computer as the server that has a problem. I have a laptop i have installed the server on and a similar problem happens, but it happens every 2-5 minutes. Has this happened to anyone else? Anyone know how to fix it?
