Any modifications not standard to your ship is cheating. Period. If the server your playing on allows it, cool. If not, your cheating and need to be banned from whatever server your currently enjoying.

If you're on a MP server and everyone else is doing the same thing then I would say no.... If you're on a server where others don't have those options available to them and you are flying a heavily modified ship....the HELL YES you are... Don't bring that ship to the ELITE server...

If you're using that on a SP campaign mode then do what you want...it's your game, your computer...

so if i made it download to the users of the server i would not been cheating

Don't bring it to my server.

If they want on your server and they want to download it then go ahead and run the server, but put up a warning that tells them they need to contact you and download a particular mod before entering otherwise you might run into some server compatibility issues...and angry players who aren't used to using your mod...

Oh and son't bring it on to anyone elses server who doesn't have that same setup(i.e.: mod)...
