NPC Shields (Regen mod, or loadout changes)

I was running the shield regen mod for a day or two, but my players were rather annoyed at seeing NPC shields go from 0 to 60% in one jump....

I had heard someone mention that they had found a way to force NPC's loadouts to include the regular shields that PC's use, which would mean they regenerate as well as run the chance of dropping shield generators as well. Anyone recall where this post was, how to do it, and if it's server-side only or requires client side modifications?

I know this is -somewhat- the wrong forum to post this in, but I'm going to post in both the server and editing forums hoping for a quick response.
