AI encounters in MP

I'm looking into ways to set up server-side encounters on a coop server (ie: attacking a fleet of battleships and escorts guarding a jumpgate). My goal is to have a server set up w/o the need for any client mods. The team/squadron would all start at a designated base with the same level and assigned ships (purchased new), then we'd go out on patrols. When the mission ends, the host loads a new file to the server and resets....and then the players log back in as new characters again.

It appears AI changes can be made to be server-side. Has anyone tried anything along these lines? (ie: server-side changes only for coop battles)
