This is a really good question.

I was wondering exactly the same thing when trying to change what is available for purchase at different locations.

It seems to be really, really difficult to figure out which one is which.

Is there a file anywhere that makes it easier to figure out what the "keyword" is for each base?

I assume this is Manhattan:

base = Li01_01_base

After that, it seems to be all guesswork.

Li01_01 Manhattan
Li01_02 Pittsburgh
Li01_03 Missouri

Think 04 and 05 are the Pirate bases too...

Hey, I'll still take the ship if you can do it.

I found out the level for the Vengeance MkII, but it won't fit on the Defender.

I found a faster way just see what type of ship is being sold and you know the number.

you find out when you look in nameresource.dll which number is "Battleship Missouri", it's in stringtable 11, first string convert this number to a ids_name:

string-1 : 1-1 =0 convert to Hex: 0=0
string table-1 : 11-1 =10 convert to Hex 10= 00A (allways 3 digits)
namesresource is 3rd resource file so hex number is 300A0
convert this to decimal and ids_name= 196768 look in li01.ini and you'll see that 196768 is Li01_03
