the power plant is for most if not all npc ships...so they AI doesnt have to worry about reactor power...the cloaking devices are for ships going into and coming out of cloak for the cut scenes...the power plant could be put onto a player ship...but currently the cloak while it could be put on....would have no known way of being turned off and on....and it probly wouldnt work against npcs

I'd love to turn those lootable = false to true, just to see what it'd do..but it'd take too long to see if it worked :p
