Cool but it can't be done by mod. Currently mod change values of the game, this need to change code of the game.

But it is obvious that it was in the original features of the game. When you create a new player on a MP server you see your 3D model, but you can't change it. So if you can change your model that because they wanted interaction in MP.

There are lots of details that tell us that the game was release unfinished

if you can change the texture of people and ships you can add new player customes so people can make there own costume

No really what all these 'leftovers' tells us is that Digital Anvil tried to make a game that would be far too large, and they understood this, and took it down some steps.
Every game mostly do this, but not everyone leaves so good traces of it... In "Halo" for the X-box u can see lots of movies on detailed maps (especialy the 10 min long one) anyways, these maps where not included in the game, and ive played it trough without finding anything looking like that movie, i mean ive found some indoor ramps, but not that much...

Every game has these leftover, just sometimes the developers do take the time to remove this, its actually good that Digital Anvil has not done this since it gives us a chance to mod the game without too much effort!
