what are the two icons next to the neural net icon at the top-right corner? dont remember seeing those there?...

the one with the raised hand is for things like trading and grouping, the one next to it is for the chat window

Here's how to make nomad (or basically any other) patrols
open up the li01.ini (the file describing the system you want to put the patrol in - New York in my case)
add the following lines:
under the [Archetype section:
<pre><font size=1 face=Courier>
ship = no_fighter
ship = no_gunboat
</font></pre>
then:
<pre><font size=1 face=Courier>
[EncounterParameters
nickname = area_nomads_m13
filename = missions\encounters\area_nomads_m13.ini
</font></pre>
and

nickname = zone_Li01_pop_nomads
pos = 50000, 0, 6500
shape = BOX
size = 5277, 4000, 5373
sort = 99.500000
toughness = 10
density = 30
repop_time = 8

encounter = area_nomads_m13, 10, 0.250000

this adds an area where nomad fighters will spawn, at the battleship missouri
