What does toughness = do ?

I don't think that NPC's go above level 19, at least there are no NPC levels above 19 in the files.
max battle size and density I think are basically the same thing, the ammount of NPC's that can and will spawn in a zone. The maximum I've seen without causing problems with video and lag is 32 but that's on a single high end computer. What 32 NPC's would do on a slower computer and online multiplayer might cause problems for some players.

Sorry guys, can we have a definitive re-cap? My mind is still struggling lol...

So if zone

toughness = 16
encounter = area_assault, 12, 1
faction = fc_ou_grp, 0.5
faction = fc_rh_grp, 0.5
encounter = area_defend, 18, 1
faction = gd_bh_grp, 1

1. What rank outcasts will I get?

2. What rank Red Hessians will I get?

3. Will I get any Bounty Hunters appearing?

4. Will they be rank 18?

Any other comments please?

And still waiting for any info on weapon toughness = x please?

Toughness = 16 should define the overall level of the encounter participents
encounter = area_assault, 12, 1 Here the area assault encounter can only have level 12 ships
encounter = area_defend, 18, 1 Level 18 ships but doubtful they'll show up as the overall encounter is set with the toughness = 16 line

1. Level 12 as that is what's set in the encounter
2. Same as above
3. Prob not as the encounter level is to high for the overall encounter which is set at 16.

This all assumes you have the right ship loadouts for the various factions in npcships.ini

When I've set up "zone populations" such as in my Outworld battle zone,

I ignored the toughness setting of the zone itself. Instead, I set the toughness of the npcs encountered there.
In this case it works perfectly. Nomads set at 10 in one zone, then 19 in another zone. So, when I have them overlapping..the appearance of a mix of combatants shows up. As for the defending factions within those zones, they happen to be set at the same toughness level as the nomads.
Watch this happen and you'll see ships that normally cannot mount higher level weapons will actually have them. (Such as a Liberty Defender npc with class 7 guns)

Many thanks pals, it's much much clearer now. Thanks for your patient answer too Gibbon, it's much appreciated.

So I can go and experiment sensibly to pin it down the way I want it to be for my zones.

Rankor - I'm now bewildered, can defenders mount higher class weapons unless they are defined in your loadouts.ini - they must be, mustn't they?

Anyhow - to push you back to where I need another answer please - what does the weapon toughness parameter do?
