Hi, you might want to have a look at my mod "The Monkeys 1.18", which was renamed in later versions to "Monkey Universe".
Today Monkey Universe is a larger mod, which adds totally new content, but at the beginning, I did exactly what you want, new factions (Robots, Monkeys, Nomads and Order), the two unknown systems were overworked and so on.
So, your idea is not that new, but it would be cool, to have another mod going on with these unfinished parts of FL.

Plenty of mods have dealt with these systems, Monkey Universe, Galactica Hellgate, have all completely redone these two systems, nothing new but go ahead and do your own version, it's what modding is all about.
