problem with random missions

I've added a Nomad base to the upper Unknown and I also have Order encounters in the system. I also put in 6 vignette zones for missions. However, only 2 of them are ever used. Also, the mission vendor on the base only ever gives out 2 missions at once, even though I set it for more. What can I do about this?

Also, how do you make a base give missions in a different system, and is there any way to control if ships are sent for backup? I think it would be cool if you could do a mission where you fly to the target system and have a massive space battle there.

Are you using the original factions? Or have you added new ones for the nomads and the order?
The nomads in the original game did not give out missions, it was partly a hardcoding thing and partyly that their ships had the FIGHTER ship class not the class_fighter that you need for random missions.
For the order (which i thought was also hardcoded not to give missions in original fl), try using a combination of vignette types and check through the initial world values for any other groups as mostly of them are not hostile to them.
So, whats actually in the system? Is it just Order and Nomads? I believe you need to have both factions in the same ambient pop zone for them to be mission eligable, which is why i normally do a low density level system wide pop zone.
For the missions in other systems thing. That is one of those would be nice things that haven't really be sorted.
Try making the path between systems legal and add a base close to the jump object in the other system. Then add the mission vignette things near to the jump hole in the system that you want and with a bit of luck they will show.

I am using the original ones (Nomads and Order) and they are both in the same zone. The missions do work, it's just that they don't use all the vignette zones and there are never reinforcements (which makes them insanely hard, considering you have to take on 4+ class 10 ships in a nomad fighter). I'll try changing the ship class though.
