Question about factions....

Hey guys! Well, i made my first custom faction, and it's working GREAT! The only issue i have is that i just don't understand the rep/empathy thing. Ok, so i created an NPC faction that i want to be UNIVERSALLY hated, BUT, i don't want folks to kill this faction and get an easy universal rep jump up. So what do i need to do to make it so that even killing these guys only raises your rep with other factions very very little?

Please help me to understand this!

Please look in the tutorials next time there was a tutorial like 12 post down for making factions and it tells you what those things do.
