Sensor echos in nebulas

I doubt that it's possible, but what about a nebula, which create sensor echos if you fly in. I mean that you have multiple unidentified contatcs showing up on your scanners while you are in the nebula. Does anyone know if it's possible?

For example, make an Order (because of bing a neutral faction) encounter-zone within the nebula of your choice and give them ships that only consists of an untextured hull and an engine. Strip away the SUR information, too, or add the line "phantom_physics = true" to the hull. Now you have moving contacts on your scanner, and you have a target box around something invisible. You might have to play a bit with the settings to have them namend "Unknown Object".

Should work theoretically, however I never tested this.
