Server side only mod adding lootable wrecks

Is it possible to create a mod in which I can add lootable wrecks to the server without requiring players to install a mod also?

I'm thinking along the lines of the XTS Battleship Wrecks mod which seems to require the client to install the mod as well.

If anyone has any information that would allow me to do this I'd greatly appreciate it.

One more thing...
Can I change the loot that's dropped in the existing wrecks? For example, the Flint in NY drops cardamine, and some guns. Now, suppose I want the loot to be 2 delcids, 2 nomads, and some toxic waste. Is that something I can do on my side only?

You can change the loadouts server-side.

I am not sure about adding new wrecks, but I think it's not possible.
