I use sony sound forge. In options (when you go to save your wav file) simply select the mp3 layer and Bob is your Uncle.

Audio specs for FL: 22050hz mono PCM WAV

If you want a nice, free program to record and edit try Mackie Tracktion. It is more complex than SoundForge though

Actually, your wav file can be pretty much any kind of mpeg-3 format.

Are you making a mod for download? Or is this for your own enjoyment? I use Wavepad for conversions as it is very easy and allows you to save using MP3 compression. If it is for download, I generally use 56kbps compression rates, as it makes the file small (7 kb for every second of audio) but still provides tolerable quality. If it is for your personal use, I never go higher than 128 kbps, as 128 provides very good quality at 16 kb per second of audio.
