Ok im adding quantanes men they will fly eagles, nomad wepons.... But I was wondering can you make them uncloack when you see them?

No. Cloaking / Uncloaking of NPCs is called by a Mission Event.

take away their cloaks and they never will cloak in the first place

Ahhh I wanted to make the best encounter TRL has ever seen but now its imposible :-(
