Missions not working right

I triedto put missions in but they don't work right

Shouldn't the destroy_vignette zones have lines stating what group takes them? Such as:

mission_type = lawful, unlawful

You'll need encounters in the system for their to be NPC's upon which the missions may take place.

No encounters (where vignettes are), no missions.

Its best to add a very large system wide low density ambient pop zone. It helps to get the missions to work.

I have a system wide encounter zone

Look in some of the unmodded system file a few of the vignette zones don't have that in them and they work. I even looked at other mods and and there was one with missions that work and they didn't have that line. Thanks for trying though. (Btw i don't mean to be rude if you take it that way)

Any other ideas??? Do I need to put people in the bars for it to work????

hmm I got the ones on the Outcast base to work but the ones of the planet still don't work

And i didn't change anything

ok i got the missions on the planet to work all i had to do was move them closer to the planet.

Now my problem is the base doesn't offer the mission level i put i'm going to try and make higher level navy and see if that helps balance out the mission level.
