I probably shouldn't be saying this because I consider this a spoiler when playing the game the way it should be played but in this case I take it you have already went through the story and are trying out mods.

So...

The IONCROSS Server Operator program by Joe Boomz can edit Multiplayer saved games.

And the IONCROSS Character Editor can edit Singleplayer saved games.

Well, mactan base is Iw03_02. The price of the ship is in the goods.ini file. The starviper is usually called as simply the "starviper" in there as its nickname. If you just change the price of the ship hull you can affect the ship's cost.
I don't actually have the TNG mod handy, but there could be other things which may be added to the package to make it more expensive. Things like powerplants and engines may be buyable, these will affect the price too.
Without knowing how much you know about modding in general, I can't really ask you to change anything else.
If u've finished the game easily without the starviper, couldn't you just get to Bretonia and look for a cheaper option? The game is a lot more interesting when your enemies are at least a reasonable threat to you..
