What is? The program FL-ids, or the game. IDS are info cards so you might need to make new info cards.
If you are I can quickly tell you how to use the program becuase it is a pain in the a** to learn it.

I think your talking about the entries in initialworld.ini.
You need to use Fled-ids to generate the ids names and info.

YEa your wanting to go into the intialworld and use FL-ids to make a name for the faction and info.

Here is a nice site that is a modding school they will get you set up. There is a class for info cards that helped me learn abotu info cards very well and if you got questions about the program your going to use then just ask the teacher on the forums. They'll be glad to help.
But yea if you don't know even how to make an info card, I think your far from making new factions just yet.
But once you get the hang of it , you should be making info cards as easy as pie.
