I'll think about whipping a system up. (Grabs the map and starts looking for citys in KY. )
I mihg think about it and add a system to my mod also, I need ideas and something to do. So I'll think about it and send out a patch that won't be in the mod and also have the system in the mod. again only if I feel like it.

This isn't really the "can someone make me a mod forum", its more aimed at people who are active modders and need assistance with an aspect of it.
Modding it a very rewarding pass time, try going through the tutorials and trying a few things.
