Can''t lower cost of ships

Can the cost of the ships be changed?If, yes from which ini file.I changed it once but cannot find the ini file to change it for the second time.

You're probably not changing the price of the shields which adds to the price of the ships.
Shields are in st_good.ini

And the actual cost of the ship package is in Equipment\goods.ini.
