It's in your "My Games" folder. And to anticipate your next question, changing the difficulty scale to 0 will make you invincible and no, it won't work in multiplayer.

On mine its:
C:\Documents and Settings\xxxx-xxxxx\My Documents\My Games\Freelancer\PerfOptions.ini

The xxxx-xxxxx bit is my unique desktop-username-thing, most of the bits seem to be generated by the options, i`m not too sure about the rest.

The PerfOptions.ini will get generated after you save a game...You have to save a game first or the file will not get generated.

You should not need to DL it - it should be on your machine once you do as bp mentioned and save a game.

However, it is simply an .ini file in the My Documents\My Games\Freelancer\ folder with the following info (or very close to it - depends on what you set in the Options screen) :

[PerfVersion
version=5
SkipMachineWarnings=FALSE

[PerfCount
count=36

[PerfOptions
mouse_speed = 0.56
gamma_ramp = 0.35
DitherControl = 1.00

audio_ambient = 0.85
audio_sfx = 1.00
audio_interface = 1.00

USE_DYNAMIC_COMM_HEAD = 1.00

autohide_maneuver_bar = 1.00
max_submitted_sounds = 1.00

[Display

Sorry you went to all that trouble to try and find this little bugger - formatting sucks

No problem.

Ah, and apparently, FL was slated to have multiple difficulty settings: Easy, Normal, Hard. At least, this is what I am guessing, as there are entries in the Resources.dll that could denote settings (some among the dozens and dozens) that were omitted from the game.

DIFFICULTY_SCALE = 1.00 must be "normal," while something like 0.75 would be easy, and 1.25 would be hard. And a slider bar or check boxes would probably control it from the Options menu...
Darn DA - why'd y'all have to get lazy on us?
