Lag Monitor

Can anybody tell me please if there is an application that monitors ping times for players and highlights the players that are causing the most lag. Would this program create lag?

I believe eagle Utopia has created a program that monitors lag and those with a high ping. If a ping is too high the program will kick you off the server.
