New factions with existing players?

I already know that if a new faction is created while already existing players play there, these last will be fully neutral to them. is there a way to fix this? I though about a bribe ppl would have to buy which would fix the rep, but I would need to lock a jg access if they don't buy the bribe. How do I do this?

1. They buy a bribe

2. A locked JG unlocks because they bought the bribe (Like a faction becomes friendly and unlocks the gate or something)

3. They can pass, their rep is fixed.

Or is there another way?

Use the simple save editor (in downloads somewhere ) to add a line for the new faction in a game save. In theory anyway

I know it is possible, but I would need "mass modifying" as the server I'll put the mod on has about 2k characters already up......
