There is a tutorials thread on how to change starting locations of players, and the players money.
Download Subxeros miscillaneous database for information as to the bases "codes" that the game uses.
Then - BEFORE you start FLServer.exe - go into the data folder, then into the characters folder, and open newcharacter.ini
You MAY need to install teh SDK first, as this will have the file decoded - see the EOA players consortium forum BELOW all of these for how to install - or see the help threads in the other editing forums (like in mod technical help below the feedback forum!)
Open it up, and it generally looks like:

The money line is their starting money, the base line is their starting base. The loadout and ship are more difficult, as you have to know ships codenames, and also make ships loadouts too, or be competant enough to fiddle. However, you can download my server admistrators mod - which enables options for admins to choose to do all of this!!!!!
