You could always ask Bakedpotato, or Eraser even (as Baked seems to be doing all the work recently ) for a front page news post. Ask nicely though, and don't forget to say thanks if they do . Thats gotta be the best way to attract attention

Faction editing is not too difficult, I've done a lot of it since I started modding. Adding new Factions is more complicated but I have done that before too. If you wanna give me some more details then I can say whether I'd be able do what you want doing. =)

Character modelling: This depends whether you mean making new 3d models or not. I can't make graphics for new bodies, heads, etc, but I can edit ini files to create new characters from the existing parts.

Starspheres: Same as above - new graphics are beyond my abilities but I can mod the ini files for starspheres.
