MODding nomad encounters

I am currently using Freelancer Explorer to create a mod, but i cant get the nomads to show up, even though i have set up the encounter. what am i doing wrong?

Do you add a EncounterParamerers entry for nomads
every faction that you want an encounter with in each system needs an entry

I checked the files, and its already got that.

I guess we'll have to see your files or at least examples of the entries...

Also if it's ok with you I'm going to move this post to the editing forum where you can get more help from the experts. Those guys over in the editing forum love to answer questions like this...
