What is 16-bit dithering?

I see this in my 'Performance' tab under Options in game. I am having trouble with my dumb graphics card again - it's a friggin ATI 9800 XT, for crying out loud, and it's acting like a 16Mb one !? -- and it makes bases and clouds look REALLY crappy. The bases will flicker, their surfaces seeming to shimmer and I can see only little parts of them from 1000m away (before this happened, I could see those same parts from a good 2 or 3 Km away). Clouds are simply horrendous: they look .. pixellated and , well, bad- it's kinda hard to explain without showing a pic.
I just downloaded the very latest drivers for the card, and it does nothing to help. I have every blasted slider bar and thing I can change set to the highest detail, but I still get nasty 1980-looking space and bases.

Does that 16-bit dithering do anything ? thanks
PS - I would have posted this in the Technical Forum, but it looked as if nobody ever even visits it more often than once in a couple months. So I figured I might get more help here .. thanks again

not too sure about the dithering....but i have a feeling the card is almost fried!!!!

my old GeForce 3 did that a while back...well something similar and nothing helped the latest drivers and everything....i just vsucked it up and bought another card....

right now a GeForce FX 5200 is pretty cheap and it is 128mb

you can get my card the GeForce FX5600 for around 99 bucks and it is 256mb

Thanks for the response; I ended up messing with all my settings until I just got so pissed off that I lowered all my resolutions to 800x600 (*gag). All the problems with the color, bases, and nubulae were fixed at this crappy resolution. So I figured what the heck, I'll try going back to my regular 1024x768, and all of a sudden it was fixed!
So luckily my card isn't fried - that would be outrageously cheap of Dell/ATI since I just bought the comp 4 months ago! Thank you for your help.
