How to set the strenght of a shield after it re-biulds? (when it rebuild, how to set will it be at 25%, 50% or something else, or is that hard-coded?)

No idea, but a semi educated guess woudl point at this line:

offline_threshold = 0.150000

Try increasing that to 0.8 and seeing if you regen with alot more power as it comes online (ie nearly full health). Full bar would of course be 1.0000

strafing is set by the strafe_force lines in shiparch.ini.

nudge_force is the strafing for the autopilot.
