I downloaded Ship Arch and to my dismay, it was German. I posted a question in the Utilities forum, but nobody answered, I was wondering if there was a similar program in english.

If you look at the news item about Ship Arch you'll see that others had the same issue. It doesn't say anything about whether or not a new version was put out so I assume not. If you're looking for a program with a GUI to help you edit inis there's FLIniEditor v1.44. Never used it myself but might help.
