Server Side Mod Question

I'm hosting a Freelancer server, and frankly, I've never been one for patience.

I've read through numerous tutorials and the like on this website, and I suppose I'm stupid or whatever, but I can't quite discern the details from them.

I'd appreciate if somebody would tell me, without any cliff-hangers or open ends or missing details, WHAT IT IS I need to do to start my players off with a Hawk, armed with 2 JusticeMK2's and a 2 Starbeams?

I've gotten as far as adding the ; to %%PACKAGE%% in mpnewcharacter.ini
