The DLL format?

I'm making what will be a freeware application to simplify the IDS entries, but I can't seem to get the format of the DLLs down. Does anyone know how to make one of these files by hand (not likely), or possibly have source code available to reads the ids names? I have everything else ready to go, so as soon as it's working everyone can use it. Any help would be great.

It would certainly be nice to be able to get at certain aspects of the game Dlls. Although isn't it a bit illegal to decompile them in any form?

Name DLLs are standard resource DLL's, where names are stored in string lists.
Any programming package have functions to read strings from resource and store them back. Other problem is with infocards, you have to treat them as binary resources type 23 and they use unicode for character encoding.
Standard resource editor can read/write data from FL name dll's
