Building in FL

Well... i have a question:
is there a way how you can enter a build function so that players can build bases for example or tradelanes and ships inside the built base? i think that is heavily missing in fl and i want to try making a mod with that... (have 2 models for constructor ship and repairing ship nearly ready)

Its probably possiable but no one knows how. (this has been asked before)
