How do you change character costumes?

How do you change/create the clothes/appearance of the characters? I know you should be able to switch body parts around, but what I'm wondering is whether there's a way for one to create a brand new custome/body part.

Thank you. However, I still want to know if you can create new ones. You know, completely new ones, instead of just changing already-made ones. : p
