there really is no one-for-all modding prog. Nor are there any utils from MS to help out. Depending on what you want to mod, your best friends are some of the utils in the dload section, Bini, and notepad.

Biniqdu(this is for decmpressing and recompressing .ini files)

.cmp editor(the .cmp holes all the hardpoints for your ship ie. thruster, weapons)
