reveal all in MP. how do I?

I've been using pieces of the bootstrap2 mod for my server. I can see everything in the map just fine, but other players cannot. How can I make the changes universal for all players?

if bootstrap changes inis, I'm afraid you'll prob have to edit inis for everyone playing on your server.

The freeport 9 server seems to get by this somehow. I'd like to know what I need to mod or add to make these changes global for everyone without forcing others to download my mod.
