A question about a possible mod

Is it possible to set freelancer to start in a particular system for example a moded system, A system that has no jumpholes and not Jumpgates but contains only 3 planets, Planet 1 the start point for all, Planets 2 + 3 waring factions for example shadow vessels 2 colours reb and blue. The player logs in and chooses his side from that point he can only be on that side. The ships would be the same the weapons would be the same. Would it be possible to get rid of commodities and money and replace them with kills = rank ( the more kills the better ship you get ). Is any of this possible to do.
I am not a modder but it is an idea that I have and thought it might be good for someone or a group to make.

I no that with Freelancer server admin you can choose the starting point so would it be possible to add a system to that list that isnt in the origonal game i.e a modded system and start from that location.
You say it would need a game rewrite, for what parts and why, Is there no may of working around it no possble sollution.

start in particular system-easy enough

no holes/gates and 3 planets-easy too

warring factions-edit files so that you have 2 new factions and so that a player can't see the other standard factions

red and blue-edit the textures

chooses his side-fly to 1 of the factions to get a 1 time free bribe, edit empathy so that they do not change except at this bribe

kills=rank-make money earnable only thru missions

Ok basically there would be about 15 ships in the game both sides have the same ships and the same weapons. None of the weapons fall from the ships the weapons you start with on your ship are the weapons you keep untill your rank is high enough to upgrade your ship thus rulling out money (kills=rank).
Would it be possible so set it so that when you dock your ship it is automatically repaired also removing the need for money.
The ships wouls range from shadow light fighters to planet killers which you would only get after say 1000 kills.
The mod would also have to be version 1.1 compliant so that it can be run on servers without crashes for 32 people at once.
As I have said I am not a modder but I think this idea is a good story line for someone or a group to make as it is just total war nothing else.
Possible name for mod Shadow Wars
If anyone feels any interest in making this idea into a mod please feel free as I would love to see this happen.
