Full Neural Net in MP

I've managed to modify the amount of starting cash and initial rep, but i still haven't managed to provide a full neural net. How can i do this? Sorry if this has been answered elsewhere, but i couldn't find it. If it has been answered could you please direct me to the thread.

Note, this is for a server i'm setting up, not just me joining another one.

I've used the bootstrap2 mod on my server, and I can see the map just fine, but anyone joining the server will only get manhattan. I'd like to know how to make the changes global, and where the other players won't need to download anything.

The client side would need the mod too i believe... Not sure though... I am not a host.
