Okay - in accushots Noob post - there is a detailed part for this - i suggest that you change the values of its location though as he has it appear inside manhatten for some reason...........
you may have to search through many pages though - but i can say it aint in the last three at least!! Possibly in just the first 4 pages. Once you do that one - you can be more adventorous and create a nice pirate base in one of the debris fields. p.s - You will need to change the faction that runs it if you wish to hide when manhatten is hostile etc.....and re-route patrols of your chosen type to that area as well for added fun!

honestly if u want o create a new base use the 2d system creator it is so easy u can open up the ny stsem map and clickw here u want ur new base and u can check off what weps, commoditeis ships u want sold, also the typew of base and the loudout of what the base has like you landing pag bar things like that, go to my site flpoliceclan.tripod.com go to the downloads page and click 2d system editor and there itll bring u too thing other page u need to do a tiny bit of exploring to get it, but im sure u will find it any other questions just email me [email protected], or IM me on aim SuBZeRo69069
