Battleship Shields recquire you to be level 99?

That's what it says in-game anyway. I've fiddled around with some settings and have been trying to get a battleship shield mounted on my Slave1, and it SHOULD work, as I have converted it to an elite-class shield so it'll fit on heavy fighters, BUT(!), it says I have to be level 99 to buy it! Woo, what a run-on sentence...
I'm using the Next Generation Mod, and I'm not understanding where in the .ini files, or WHICH .ini file for that matter, it defines what level one must be to use a weapon. I didn't think I needed to be level 99 to buy a battleship, so why must I be to buy the shields that go on it? I'm thinking this could be inherent in the design of the actual shield, because I'm assuming that it was created from scratch when Starfyre Studios created this mod. Also, I don't think you can normally even purchase this item, because it comes standard on battleships, but I've got it in the market to buy, it just won't let me. I hope I've explained my predicament thoroughly.

They built it that way to keep people from doing cheesy things like pasting battleship class shields and weapons on tiny fighters. If you want uber shields, then your better off changing one of the existing fighter class shields.

Bah, it's not like I'm playing online. I think it's lame that you have to play on the same server, using the same mods, and the same everything, and it's crap. Nonetheless, I think I've figured a way around this, anyhow. I understand what I was doing wrong, and it's cool. Thanks.
