I need to know this

I know this really isn't the places to ask, but I need to kno fast. I am making a mod for the first time and I can't find a way to make a ini file. I got W XP. I look under new in the folder and it doesn't say were I can make one.

Freelancer accepts .inis either compressed (the way they are when you first get them) or, very conveniently for modders, as un uncompressed text file. So to create a new one just create a new text document and rename it to xxxxxx.ini.
Edit it with wordpad and make sure you save as a plain text file.
