Make Npc Ships NOT regenerate shields??

Yeah i would like to know which ini and what to look for cause i have a celeron and my comp drops major fps when there are more then 6 ships near me. i have the rebalance mod, and i dont want to remove it, and trying to take out corsair shields when your game runs like a slide show is a pain. Only once! like the old fashioned FL!! (until i get an alienware computer).

You'll have to change as many as 30 NPC shields if all of them regenerate. Here's part of one:
