I am sure this is posted somewhere else, but I will answer it anyway. Most use BiniQDU, which is probably in the downloads section. Just be careful, you can open 4 files with it at a time, but I find it gets really confused when you try to save. So only open one file at a time, or try using "save as" all the time instead.

and to read the resulting file if you use the commandline version then always use wordpad or any other good hex editor - notepad will NOT do it im afraid.
