Mod Checklist for installing parts of Mods

I am quite familiar with FLMM. But I was wondering if it is possible to have a checklist program for installing mod components. For instance; I just installed MS Office XP, it gave me a checklist to choose what I wanted installed Word, Excel, Powerpoint, Access and Outlook. I use all of them, but if I didn't I could merely uncheck one or two I don't want installed. And the program wouldn't install those programs.

For mods, I would like to uncheck certain things, because I think some people go overboard with what is possible as opposed to what is realistic. On the other hand you could also have someone's ship designs in another modder's new system!

The program would open all ini mods in your directories and list all bracketed headings they have along with what directory or mod they are coming from. Then you could go through the list, uncheck some. Once you have made your choices, the new files are created with all the chosen modifications, the originals are backed up. If you chose one item that is linked to amother thing (ie a ship sold at a particular base) then the linked item would automatically be selected.

Then you can play the game with the best of all the mods you want to include.

Conflicts would have to be noted, two mods using the same ID, but as long as they are highlighted the user can easily avoid that.

The program, simply, needs to:
1. Read files
2. Combine mods into one program file (or separate files for each ini)
3. List all bracketed headings with their source mod listed
4. Highlight possible conflicts (maybe allow user to change specs in the program)
5. Checkboxes for each listed modification
6. Back up original files
7. Combine all checked selections into usable ini files
8. And have an option to restore backups.

This wouldn't change or alter the mods you downloaded. It's merely taking pieces from each one and combining them into a whole new one. I'm not a programmer, but I know enough about programs, that logically it should work. I'm not absolutely sure, but I would love something like this.
