what do i need to create a ship?
what sort of programs??

as in create a new 3d model and texture it, write all the files and then put it in 2 the game?

or

edit tht ini file of an existing ship?

To create new ship models you need a program like Milkshape 3D.

To edit ship data values you just need the BINI uncompressor.
You can also use the UTF editor for editing hardpoints etc.

Infact, everything you need is downloadable at this site, the only problem is that none are particularly easy to use (at least for me!) I've tried to make my own ship from scratch but it always prooves to be too hard. If you want my advice, pick a ship you really like, and then change its stats - its a good option...
