How do you edit ship stats or weapons stats?

I looked at several topics and had it as, open the weapons_equip.ini file and something like that. The thing is, both files mentioned, when I open them, weren't like the examples given. Mine turns out something like this;

How do I edit with this?! Can anyone help me? I want to change the weapons 'class' or the weapons class specific ships can carry.
