Texturing: Photoshop Elements 2 and DDS Plugins

This is a bit off topic but relates to Freelancer in that I'm trying to do some retextures. I've followed Kasdias' tutorial but the problem is I'm using Photoshop Elements 2, not Photoshop 5+, and now the .dds file plug-in and NormalMap plug-in won't work! I have downloaded DX9, all necessary DLLs et al but it still doesn't work. Those plug-ins theoretically work in Paint Shop Pro, why won't they work in Elements?

Anyone who has an insight into my problem your help would be much appreciated. Any suggestions to get Kazaa and get on with it will be ignored (56K to download 150mb of Photoshop? Yeah right...).

There *is* a DDS to TGA converter out there... somewhere. It's basically a drag and drop one (I think, it's been a while). So, you drag the dds into the program, it converts it, you edit the TGA, then it coverts it back.

From what I remember, it wasn't all that nice to me though. Sadly, I can't even remember the name.

So, I'm not much help really. Sorry.
