editing ini files

Does anyone know how I must edit the ini files to make the Adv. Champion Graviton shield lootable or buyable?

ok well look for the name o the sheild then sumwhere i think it says lootable then it mabye says false after if it says fsalse chnage it to true other wise if u want to make all shields buyable check out this site it gives u alist of everthing in the.ini files it has

Yes I tried this , but there is nothing happening. There must be another thing to do to make a shield lootable.
